Returns the briefing for one monitor signal: what changed on the flagged campaign(s), the recommended action, and any fixes staged for approval

Description

Returns the briefing for one monitor signal: what changed on the flagged campaign(s), the recommended action, and any fixes staged for approval. Read-only.

**When to use:**
- The user asks about a specific Adspirer alert, or pastes a signal id (for example "Adspirer: open watch finding <id>")
- "What's wrong with my <signal> alert?"

Requires signal_id (from the user's alert, or from list_monitors). Staged fixes run only through `apply_signal_actions`, which changes the live account and needs the user's approval.
