Description

Open a watch-signal briefing (use this when an Adspirer alert email asks you to).

**What it does:**
- Returns what happened on the flagged campaign(s), a recommended action, and any pre-staged fixes awaiting approval
- This is the re-entry point from an alert email's copy-paste prompt

**When to use:**
- The user pasted: "Adspirer: open watch finding <id> ..."
- "What's wrong with my <signal> alert?"

Requires the signal_id (it's in the alert email prompt, or from list_monitors).

Request body

All tool arguments are wrapped in an arguments object.
