Search ad groups carry implicit MOBILE/DESKTOP/TABLET rows that read back at 1.0× (no adjustment) until you set a real modifier via set_ad_group_device_bid_modifiers. So a device shown at "1.0× (no adjustment)" simply hasn't been bid up or down yet. **Required:** ad_group_id (from get_campaign_structure). Read-only, safe to call anytime. Pair with set_ad_group_device_bid_modifiers to adjust.
